A Bridge Too Far?: Contextualizing DBIA's New Position Statement on Bridging Documents and Prescriptive Requirements

Last month, DBIA released Prescriptive Design and the Use of Bridging Documents, a new position statement that aligns with DBIA’s Design-Build Done Right® Best Practices. By encouraging Owners to limit prescriptive requirements and bridging documents in favor of requirements based on performance, the guidance provided in the new position statement allows for the flexibility and innovation design-build is known for. But how this works in practice can be a bit confusing. What do we mean by “extensive?” What should Owners do instead? Is there a happy medium? We invited Bill Kent, LEED AP, FDBIA, and Shailendra Patel, PE, FDBIA, to the February 2024 episode of the Design-Build Delivers Podcast, brought to you by USCAD, to answer those questions and more. Tackling State Design-Build Legislation: California’s PDB Bill as a Starting Point

When DBIA was first established 30 years ago, only three states allow the use of design-build for public projects, so advocating for design-build authority became vital to DBIA's mission. In 2023, more than 78% of design-build related bills at the state level were passed, up from 25% in 2022. Among the 160 design-build related bills introduced in 2023, there were a record number of progressive design-build or PDB bills, including SB 706, in California, which was led by DBIA’s Western Pacific region. In this episode of the Design-Build Delivers Podcast, brought to you by USCAD, we talked to a few of the people who made that bill happen, expanding PDB authority to all agencies in California. We take what they learned and we discuss ways to scale it and apply those lessons along with DBIA resources like our updated State Statute Report and our upcoming Model Legislation to guide other states to successfully pass bills to advance design-build authority. The Department of Labor reported that in June, 23,000 new construction jobs were added, and the White House announced more than $2.2 billion for 162 community-led infrastructure projects. Those job openings and those projects require people. FMI's 2023 Market Report: Diving into the Details

In March, FMI Consulting forecast design-build projects will account for nearly half (47%) of all construction by 2026 and $1.9 trillion in spending, even with a looming recession in the greater industry. According to a majority of respondents, design-build is better situated than other delivery methods to help alleviate supply chain issues, respond to retention challenges and allow for offsite construction. That news is good for DBIA and good for Owners and practitioners, but how can the data help them plan for that future? New Design-Build Project Delivery + Design Management Tools Coming in 2023

As a long-time supporter of the Charles Pankow Foundation, DBIA is excited to share the news about new design-build tools they’ll release in 2023. First is the online Project Delivery Assessment Tool, which allows Owners to assess their ability to deliver projects using design-build. As we all know, design-build is only as successful as the Owners who implement it, and this tool serves as a mirror for Owners to investigate their ability to deliver design-build successfully. The second phase of this project is an update to the Professional Guide to Managing the Design Phase of a Design-Build Project, including new focused guides for five sectors.
