The Future of Public-Private Partnerships & AI: Faster Solutions?

5/31/2023
We queried ChatGPT: “Tell me about Public-Private Partnerships.” ChatGPT response: Public-Private Partnerships (PPPs) involve a contract between a public sector entity, such as a government agency, and a private sector partner, typically a company or consortium of companies, to share resources, risks, and rewards in achieving a common goal. PPPs are usually implemented when the public sector entity lacks the expertise, resources, or funding to undertake a project alone or when a private sector partner can bring in innovative technology and management expertise to improve project efficiency and performance. We asked ChatGPT: “What is the role of AI and technology in Public-Private Partnerships?” ChatGPT response: AI and technology can help to… – Streamline and automate the PPP procurement process – i.e., analyze large amounts of data and identify potential partners. – Improve project planning, design, implementation – i.e., 3D modeling, simulation, and visualization tools. – Enhance project performance and maintenance – i.e., sensors and other IoT devices to collect real-time data. – Improve monitoring and evaluation of PPPs – i.e., blockchain technology to create a transparent and immutable record of project data and transactions, reducing the potential for fraud and corruption. We also asked ChatGPT: “Send me fictional movie quotes about Partnerships.” ChatGPT response: “You complete me.” (Jerry Maguire, 1996) “We’re in this together, and if we’re going to succeed, we have to trust each other.” (Harry Potter and the Philosopher’s Stone, 2001) “We can’t change the past, but we can make the future better by working together.” (Interstellar, 2014) We’ll ask Larry Williams, Debra Lam, Donnie Beamer and Dr. Beverly Wright for their take on The Future of Public-Private Partnerships and AI / Technology: Solving World Problems Faster?

AI applications can assist visual artists in creating art, improving their workflow, and exploring new creative possibilities. We asked ChatGPT: “Tell me about DALL_E.” ChatGPT response: DALL-E is a state-of-the-art AI language model developed by OpenAI that can generate images from textual descriptions. The name “DALL-E” is a combination of the artist Salvador Dali and the Pixar character WALL-E. With DALL-E, users can input textual descriptions of objects, scenes, or even abstract concepts, and the AI will generate a corresponding image. We asked ChatGPT: “Send me quotes about artists from fictional characters in real movies.” ChatGPT response: – “Every artist has their own unique voice. It’s our duty to let it out and let it be heard.” [A Star is Born, 2018] – “The purpose of art is to provoke, to challenge, and to make people feel something they’ve never felt before.” [Harry Potter and the Deathly Hallows – Part 2, 2011] – “I don’t want to be just a painter; I want to be Van Gogh.” [The Goldfinch, 2019] – “Artists have to be selfish sometimes, right? Gotta do what you gotta do to create something special.” [We Are Your Friends, 2015] We’ll ask Sandy Davies, Ursula Wong, S.A. However, there are also potential ethical and societal implications to consider. It will be important for stakeholders to work together to develop responsible policies and regulations to ensure that these technologies are used safely and ethically. We also searched for fictional movie quotes about drones: – “The real question is not whether machines think but whether men do.” (I, Robot – 2004) – “We were using our drone to follow a family of turtles, and we thought it might have crashed in your backyard.” (Good Boys – 2021) – “They’re not toys, they’re UAVs. Unmanned Aerial Vehicles.” (The Big Bang – 2010) – “60 years ago, Earth was attacked. We won the war, but they destroyed half the planet. Everyone’s been evacuated. Nothing human remains. We’re here for drone repair. We’re the ‘mop-up crew.’” (Oblivion – 2013) We’ll ask Ryan Walsh, Bob Hammett, Charlie Hermosa, Grant Fisk and Sheena Banker for their take on The Future Drones and AI: Look Up! It’s A What???

The Buzz 3: I asked ChatGPT for movie quotes that define a “novelist”. “A novelist is simply a person who creates imaginary characters and then sits back to see what they will do.” [P. L. Travers, played by Emma Thompson, Saving Mr. Banks, 2013 biographical drama film] “Being a novelist is like being a detective, only instead of solving a crime, you're trying to solve the mysteries of the human heart.” [Henry DeTamble, played by Eric Bana, The Time Traveler's Wife, 2009 romantic sci-fi drama film] “As a novelist, you have to be prepared to live with your characters for a long time. You have to know them inside and out, to be able to write about them in a way that is authentic and true.” [Jane Austen, played by Anne Hathaway, Becoming Jane, 2007 biographical romantic drama film] “A writer is the sum of their experiences. Go get some.” [Gil Pender, played by Owen Wilson, Midnight in Paris, 2011 fantasy comedy film] We’ll ask BJ Magnani, Leonard Lee, Matt Cost, and Barbara Struna for their take on The Future of Human Novelists vs AI – Who Writes the Story?
