The Tanaiste has apologised to the 43-year old after she was given incorrect test results. The mother-of-two is now terminally ill with cervical cancer. Vicky Phelan's test results from 2011 showed no abnormalities. She had another smear test in June 2014 which showed a high grade lesion. A month later she was diagnosed with cervical cancer.
