You can’t fence the Gospel

Recently Pastor James Coates was released from prison for continuing to open his Church in the middle of a pandemic. Although released, he wasn't going to be preaching at the normal Church building. Health officials put a fence around the building forcing the congregation to find a place to worship, essentially in hiding. Is this persecution?
