Hosted by Max Bergmann, director of the CSIS Europe, Russia, and Eurasia Program, “NATO’s Road to Madrid” explores how the United States’ most important alliance is approaching a critical process it has not undertaken since 2010: updating its Strategic Concept. The last time NATO endorsed a formal strategy, Russia had not invaded Ukraine, China was not yet thought to be a challenge meriting NATO attention, and defense planners were only beginning to look at the military implications of climate change, hybrid warfare, and other challenges. The full-scale Russian invasion of Ukraine in February 2022 has underscored the enduring importance of NATO. This podcast series will examine all these subjects, as well as how challenges from inside the alliance complicate its ability to respond effectively. Along the way, the series will try to help make sense of the inner workings of NATO, which are often opaque from the outside. In each episode, the Fellows will speak to experts on each item on NATO’s agenda as it adapts to this new era and responds to Russian aggression. The lead researcher and project coordinator of “NATO’s Road to Madrid” is Colin Wall and the podcast is edited by Ilana Nevins. In our final episode, NATO’s Road to Madrid comes full circle as Max sits down with original host Rachel Ellehuus, who is now helping steer U.S. NATO policy as the Secretary of Defense representative in Europe and the defense advisor for the U.S. Mission to NATO. After our prior two episodes reacted to the Madrid Summit outcomes, Max and Rachel take this opportunity to look ahead to the future of the alliance. In episode four of NATO's Road to Madrid, Rachel is joined by two leading voices on space security issues from two sides of the Atlantic: Kaitlyn Johnson, Deputy Director and Fellow of the CSIS Aerospace Security Project, and Andrea Rotter, Head of Division for Foreign and Security Policy at the Hanns Seidel Foundation, a think tank in Munich. Rachel, Kaitlyn, and Andrea explain why space is so important to our daily lives and militaries, as well as how NATO's space-based capabilities could be threatened—both by adversary capabilities and by a lack of clear international norms for military conduct. They conclude by discussing how NATO might (and should) respond at the Summit in Madrid and in the new Strategic Concept.

The Future of NATO's Core Tasks

In the third episode of NATO’s Road to Madrid, Rachel is joined by Admiral Rob Bauer, Chair of NATO’s Military Committee, and the senior-most military officer at NATO. In his role as Chair, Admiral Bauer serves as the primary military advisor to the NATO Secretary General and the North Atlantic Council, the alliance’s top decision-making body. Admiral Bauer explains the role of the Military Committee and the relationship between civilian and military leadership in NATO before shedding some light on the episode’s theme: the future of NATO’s other two core tasks, crisis management and cooperative security, in an era where the focus is back on collective defenses.

The Changing Nature of Deterrence and Defense

In this episode of NATO's Road to Madrid, Rachel sits down separately with two guests to discuss the alliance's original and most core function: deterring and defending against threats to NATO members. The first segment is an interview with Jessica Cox, the Director of the Nuclear Policy Directorate at NATO. Rachel and Jessica break down the alliance's nuclear posture and how it is responding to changes in Russian nuclear policy and new additions to its dual-capable missile arsenal. In the second segment, Rachel interviews Mike Mazarr, a Senior Political Scientist at the RAND Corporation. Mike helps to explain how non-conventional and hybrid threats have made the development of deterrence concepts across multiple domains extremely difficult, for both the United States and NATO alike.

In this episode, host Rachel Ellehuus of the Europe, Russia, and Eurasia Program at CSIS is joined by Ambassador Baiba Braže, Assistant Secretary General for Public Diplomacy at NATO, and Ambassador Alexander Vershbow, a Distinguished Fellow at the Atlantic Council. Together, the three take listeners on a trip from Lisbon to Madrid—from the adoption of NATO’s current Strategic Concept back in 2010 to the ongoing development of the new Strategic Concept, which will be adopted in summer 2022 at NATO’s Summit in Madrid.
