Tackling Titanium

How to organize it matters a lot, especially in a resource-constrained environment. The need for scarce talent, particularly in engineering is such that new business models are bound to be explored. Why would parents be the only group investing in educating talent? It might make more sense that governments, lenders, or employers invest, or that students invest in themselves, with collateral in their own IQ or career trajectory.
